HEITKAMP AMENDMENT SUPPORTING THE WIND PRODUCTION TAX CREDIT The amendment, introduced by Sen. Heidi Heitkamp (D-ND), expresses the sense of the Senate that the Wind Production Tax Credit and seven other now-expired tax credits for green energy production should be reauthorized and extended until 2020. At the beginning of the year, special interest tax breaks for wind, closed-loop biomass, open-loop biomass, geothermal and solar energy facilities, landfill gas facilities, trash facilities, qualified hydropower facility, and marine and hydrokinetic renewable energy facilities expired.
KEYSTONE XL PIPELINE This week, the Senate began consideration of the Keystone XL Pipeline Act (S. 1), which mirrors the bill (H.R. 3) approved by the House on January 9th. The project would increase American energy security, create thousands of jobs, and increase revenue in the states it runs through.
DHS FUNDING BILL: A BLANK CHECK FOR AMNESTY On Friday, February 27, the Senate adopted a substitute amendment (#255) offered by Sen. Mitch McConnell (R-KY) to the Department of Homeland Security Appropriations Act (H.R. 240). Heritage Action was key voting in favor of the House-passed DHS funding bill prior to the adoption of the McConnell Amendment, which essentially removed language that would have denied funding and resources for the President’s unconstitutional amnesty. With the adoption of the substitute amendment, Heritage Action will key vote against H.R. 240 and include it as a key vote on our legislative scorecard.
FIGHTING THE UN ARMS TRADE TREATY On Friday, March 27, the Senate considered numerous amendments to the Senate Budget Resolution (S Con Res 11). Introduced by Senator James Inhofe (R-OK), this amendment prohibits the funding of international organizations responsible for the implementation of the United Nations Arms Trade Treaty (ATT) prior to Senate ratification. ATT contains provisions that require export and import controls on weapons.
MANDATORY PAID SICK LEAVE On Friday, March 27, the Senate considered numerous amendments to the Senate Budget Resolution (S Con Res 11). Introduced by Senator Patty Murray (D-WA), this amendment instructs the appropriations committee to set aside funds for a government program that establishes paid sick leave as well as “promote equal employment opportunities.”
SAME-SEX "MARRIAGE" BENEFITS On Friday, March 27, the Senate considered numerous amendments to the Senate Budget Resolution (S Con Res 11). Introduced by Senator Brian Schatz (D-HI), this amendment would provide Social Security and veterans benefits for legally married same-sex spouses.
$500 BILLION DOC FIX The Senate voted on the Medicare Access and CHIP Reauthorization Act of 2015 (H.R. 2). The bill, negotiated by Rep. John Boehner (R-OH) and Rep. Nancy Pelosi (D-CA), would permanently repeal Medicare\'s Sustainable Growth Rate (SGR) while making some small-scale reforms to the entitlement program and extending other programs such as the Clinton-era Children\'s Health Insurance Program (CHIP). The package will likely increase America’s debt by $500 billion over the next two decades.
LEE MOTION TO STRIKE PAY-GO EXEMPTION FROM “DOC FIX” PACKAGE Senators voted on a motion to strike Sec. 525 from the House-passed Medicare Access and CHIP Reauthorization Act of 2015 (H.R. 2), the so-called permanent doc fix. The amendment, offered by Sen. Mike Lee (R-UT) would strike the bill’s provision exempting it from PAYGO. If adopted with a majority vote, the change would require Congress to offset the $141 billion cost of the bill, including at least $7 billion this year.
